Job Description

The Chief Administrative Officer (CAO) is responsible for the implementation, oversight and alignment of the business operations for the College of Social Work. The CAO is the strategic business position in the College of Social Work and responsible for designing, implementing and directing the college's financial, IT, facilities, operational and analytical functions and policies. The Chief Administrative Officer serves as a trusted advisor to the Dean and senior leadership team to develop and execute strategic initiatives and shape the direction and culture of the college by identifying opportunities and threats and providing guidance on operations, budget, and administrative matters at large while simultaneously keeping a strong focus on sustainability and financial strength. The CAO acts as the primary liaison for the College to Business & Finance, the Office of Human Resources, the Office of the Technology and Digital Innovation, Legal Affairs, Facilities and Operations Development, Office of Risk Management, Internal Audit, and other university and community offices to resolve operating challenges. The CAO serves as the senior fiscal officer (SFO) and develops long-range budget structure, plans goals, and advises the Dean on fiscal matters. Additionally, the CAO oversees the annual budget process and the allocation of resources to college units, evaluates revenue and expenditures data, budget restructuring data and other resources planning institutional analysis reports, is responsible for high quality, accurate, on time, insight-driven financial analysis and reporting, in coordination with college strategic initiatives and priorities, establishes administrative policies, procedures and systems, assumes authority to approve business transactions, as a member of the senior leadership team, designs administrative policies and procedures. Aligns human resource decisions and processes, including hiring, promotion, retention, salary levels and additional pay, with the college’s strategy and the culture and values established by the Dean. Works with College leaders to identify the best solutions for staffing needs, working with parameters including job catalog, budget, and fit within the organization. Partners with college's assigned HR business partner and consultant on the implementation and execution of college human resource functions to ensure compliance with University and internal HR policies. Supervises college business office, operational and support staff. Ensures operations are clearly aligned with the work of the college and the strategic priorities of the university. Reviews and analyzes existing systems and college functions and implements changes for improvement. Builds and reinforces a culture where business intelligence increases the college capacity to employ data as a tool for decision-making and management. Responsible for ensuring safe and reliable IT services for all personnel of the college, through overseeing contracted services, defining and consistently implementing guidelines, and understanding and advocating for college needs. Responsible for ensuring facilities to meet the college’s space needs, to include day-to-day building operations, space planning, space and access management, and strategic planning on the renovation or future construction of space. Responsible for oversight and maintenance of the established financial and operational processing environment to ensure adherence to established internal control structures. This should include, but is not limited to, ensuring appropriate segregation of duties in the processing of all financial transactions, appropriate mandatory approvals and appropriate mandatory reconciliations. The CAO directs, manages, and prioritizes large complex projects and initiatives on behalf of the Dean; provides leadership, coordination, development and execution of strategic initiatives across constituencies in the college. Required Qualifications: Bachelor's degree with 10 years of relevant fiscal experience, including 3 years of direct staff supervisory experience is required. Experience should include working collaboratively across different organizational work areas and functions, preferably in a senior administrative role. Strong written and oral communication skills are also necessary. Desired Qualifications: Master’s degree in business, accounting, public administration, public policy, or finance desired with 15 years of relevant fiscal and budgeting experience, including at least 5 years directly supervising staff. Knowledge of Workday Adaptive Planning software, University financial policies, fiscal forecasting/budgeting and Office of Sponsored Programs (OSP) policies highly desired. Responsibilities: Leverages and develops a variety of systems, processes and data designed to oversee and transform the operations of the College of Social Work; determines patterns of expenditures, availability of funds and enrollment trends; analyzes, in collaboration with the HR Business Partner plans and creates goals for the college; establishes guidelines for budget allocations, resource planning, research budgets, equipment and space allocation; guides, develops and prepares financial, administrative and other operational reports, metrics and data; interprets policies and procedures; initiates and develops administrative procedures related to the college's financial, information technology and facility resources; advises Dean in strategic resource planning and allocation. Serves as the central administrative contact and liaison to departments and units external to the college such as the Office of Legal Affairs, Office of Business and Finance, Office of Academic Affairs, Office of the Chief Information Officer and the Office of Human Resources. May serve on a variety of University committees and work groups. Establishes and maintains relationships with leaders in other colleges and central units. Responsible for supporting the oversight and maintenance of the established financial and operational processing environment to ensure adherence to established internal control structures. This should include, but not be limited to, appropriate segregation of duties in the processing of financial transactions, appropriate mandatory approvals, appropriate procedures to maintain effective custody over university resources, appropriate monitoring and oversight and appropriate mandatory reconciliations. Advises Dean and managers on impact of financial changes, strategies and policies from within the college and university; directs special projects as new opportunities emerge and performs other duties as assigned. Collaborates with the HR business partner and consultant to align staffing and pay with college priorities and budget, and to ensure the successful implementation of changes in either University or college policy, process and strategy and determine their impact on college finances and operations.
