Note:

This is a two-level non-competitive job progression. Based on experience, incumbents who meet the qualifications may be selected at either level, 3C, 4A, or 4B. Those chosen at 3C or 4A can progress non-competitively to the next grade level, as indicated below.

If chosen at the NF3C level; Incumbent may progress non-competitively to the Associate Merchandise Financial Planner position, NF-04 (SC 4A) upon completion of qualification requirements and training within a 2-year timeframe; advancement is not permitted with less than 1 year in current position.

If chosen at the NF4A level; Incumbent may progress non-competitively to an Associate Retail Finance Analyst, NF-04/4B, upon completing qualification requirements and training within a 2-year timeframe; advancement is not permitted with less than 1 year in the current position.

NF3C Job Summary:

The Assistant Merchandise Financial Planner is the entry-level class in the professional Planner series. This role performs routine professional planning assignments under supervision, assisting in developing and implementing financial plans related to sales, inventory, and profit. They monitor sales and profit results and may provide recommendations to achieve financial goals.

Duties and Responsibilities:

• Assist in developing retail merchandise fiscal financial budget goals and procedures, working closely with buyers and inventory planners.
• Apply merchandise planning and analysis knowledge to perform monthly financial reviews on small-volume categories, identifying trends and growth opportunities, and developing action plans.
• Implement and oversee the order approval and open-to-buy process for sales and inventory.
• Develop and analyze special projects, managing related correspondence and tools.
• Assist in creating store projections and communicate analysis results.
• Identify aged inventory and manage no-movement items, recommending actions to merchants.
• Work under supervision of a Senior Financial Planner, exercising initiative and judgment.
• Maintain courtesy and service standards, exercising tact and good manners.
• Conduct store visits to evaluate business strategies and recommend improvements.
• Perform other related duties as assigned.
• File a Financial Disclosure Report (OGE) Form 450, as required.

NF4A Job Summary:

Assist higher-level Merchandise Financial Planner with developing and implementing financial plans, including sales, inventory, and profit. Monitor results and provide recommendations to meet financial goals.
